Welland Official Plan
Welland’s Official Plan was adopted by City Council on May 4, 2010. It is a “living document” that defines the community’s vision for long-term growth and development of the City. The plan contains goals, objectives, and policies to guide growth and development in a direction that is sustainable, responsible, and efficient.

Comprehensive Zoning By-law
The City of Welland has developed and approved a new Comprehensive Zoning By-law with the goal of creating a single and progressive regulatory document which appropriately implements Provincial, Regional and Local policies.
Zoning By-law Amendment
If you want to use or develop your property in a way that is not allowed by the zoning by-law, you may apply for a zoning change, also known as a zoning by-law amendment or a rezoning. The change will only be considered by council if the new use is allowed by the official plan. To aid you through the process the City offers a free Preliminary Consultation Service.
